There is the need for the Federal Government to recognize
the existence of a notional Delta City and take steps to
coordinate its development
. In fact, if new States are
created, this area, made up of the conurbation of the
present Warri, Effurun, Aladja and their environs, needs to
be made a capital city.

The area is a circle roughly prescribed by the Express Way
arc from the Warri Port to the Delta Steel Complex (in the
north, east and west) and by the Warri River (in the south)
and is fringed by the following important installations: Naval
Base (Warri) N.P.A. (Warri) F.G.C. (Warri) Shell (Ogunu)
N.N.P.C. (Ekpan/Ubeji) Army Barracks (Effurun) P.T.I.
(Effurun) D.S.C. (Ovwian/Aladja) and the Fish Farm
(Ogbe-Ijoh)

There are a total of thirty villages and settlements within the
said area, inhabited by different indigenous ethnic groups,
settlers and sojourners, who have common problems which
would be more easily solved if the area were recognized as
a single city. Aspects of development like air transportation,
road transportation, ferry services, housing, and recreation
etc. would be very easily tackled if all Berlin walls collapse to
make room for coordinated progress and free use of land.

The recognition or creation of the Delta City would
immediately generate unity and faith by making irrelevant
diversionary issues relating to the ownership of sub-sections
of the greater city.

NEED FOR DELTA CITY

New States were indeed
created, but the
headquarters of the Delta
State, contrary to
popular expectation, was
sited in the border town
of Asaba.

Since these unexpected
events, Warri and
environs have been
convulsed by an orgy of
internicine wars of
attrition.

In place of a Delta City
with harmonized
develoment we have the
charred remains of a
metropolis being
abandoned by company
after company.
